Modern Landfill Biological Treatment Plant
York, Pennsylvania

Contract: $1,901,719

Team Members
Owner: Waste Management, Inc. York, PA
Engineer: Radian Corp.
Contractor: Johnston Construction Company

Key Accomplishments:

  • JCC was late in the project and Waste Management asked JCC to accelerate the completion time by a month. JCC came up with a plan and accomplished to complete the schedule on time.
  • JCC self performed the erection of the steel tank as it was on the critical path and was critical for job completion.

Project Description:

JCC had a design-bid-build contract for the 500,000 gpd waste water treatment plant. Due to the success of the previous project, Waste Management chose to award the biological plant to Johnston Construction.

The plant is a biological treatment plant located in Yorkanna, PA. It was designed and constructed to treat leachate generated by the landfill. The project discharges to the Kreutz Creek.

The plant consisted of Z Envirex Circular Clarifier Thickener and Z Fine Bubble Diffusion Tank. The treatment system tied into the adjacent physical/chemical plant that we constructed two years before. All the processes were tied into the existing SCADA system to control and monitor the processes.

Due to the necessity to discharge to a small stream, effluent requirements were very tight, requiring high rates of removal.

The project was implemented as an accelerated project schedule, due to Waste Management’s need to get a landfill cell online.

The project was completed on time to meet the owner’s deadline, and on budget. It was the second of Johnston Construction’s approximately 30 projects at the site.

Waste Management’s Testimonial:

Jim Stipe, Waste Management’s landfill manager said, “ I had every confidence that JCC would pull through for us.”
