Project Description:
As the design-build contractor, Johnston Construction Company provided construction and commissioning services under U.S. Filter Corporation that was the major mechanical equipment supplier for this $2,003,635 private-bid fixed price contract. The project is essentially a groundwater collection and treatment system to capture and treat arsenic tainted groundwater that was migrating away from the Whitmoyer Labs site located in Myerstown, PA. The groundwater treatment process included numerous well pumps with associated pipelines and controls, a clarifier, reactor tanks, sand filters, carbon filters, a filter press, lime silo, SCADA system, and a pre-engineered metal building to house the process equipment and controls. The project included an innovative process using waste steel mill pickle liquor as a feed to help capture the arsenic and convert it into a non-hazardous form. The groundwater collection system included the installation of 13 well pumps with related pipelines and controls. The construction of several tanks were required including a 100,000 gallon field erected steel clarifier tank, a 20,000 gallon equalization tank, a 12,000 gallon waste pickle liquor FRP tank, a 6,400 gallon hydrogen peroxide HDPE tank, a 3,000 gallon acidification reactor FRP tank, two 5,000 gallon neutralization FRP tanks, and a 12,000 gallon clearwell FRP tank. Other process equipment involved the construction of sand filters, carbon filters, setting a filter press, erecting a lime silo, supporting controls and a SCADA systems, the installation of process air, over one mile of underground pipelines, gas and potable water piping, and an 86’x 50’ pre-engineered metal operations building complete with HVAC and utilities. Safety procedures due to the arsenic contamination included biweekly urine testing for all field personnel, full body cover with two pair of gloves, and decontamination of all equipment and earth moving equipment before demobilization from the site. Johnston Construction Company and the Owner both hired independent health and safety inspectors to assure compliance with health regulations and the site specific Health and Safety Plan. The project was started in June 1997. Design, construction, and performance testing was completed in August 1998.
