Project Description:

Johnston Construction was hired as the prime contractor to work with Delaware Solid Waste Authority (DSWA - the Owner), On-Board Engineering (the Engineer) and Enpower (the Plant Operators). The entire operating landfill gas system was replaced with minimal downtime. Replacements included gas compressors, underground knock out pots, underground HDPE piping and valves, above ground carbon and stainless steel piping and valves, after coolers, dehydration skids and condensers. This work included mechanical, electrical and civil work.

This was a competitively bid, fixed price contract. Total project management and control was handled by Johnston Construction Company.

Cherry Island Landfill is owned by Delaware Solid Waste Authority. Enpower was hired to operate the landfill gas treatment equipment. The gas is handled and transmitted to outside vendors for energy production and electricity generation. The treatment equipment is critical to gas quality and to maintain revenues for the Owner and Operator in the sales of the gas.

The owner pre-purchased new gas treatment equipment including a Smithco After Cooler, a Vilter Gas Dryer and Compressor package, and coalescing filters. JCC removed old equipment and installed new equipment, including concrete supports, anchor bolts, all piping and electrical connections, and assistance with start-up and commissioning. This equipment upgrade was needed to process more landfill gas, to process it for a better end product, and to handle the higher summer temperatures.

The project was implemented as a fast track project.

The project was completed in six months and ahead of schedule. It was within cost and met all the Owner’s deadlines.
