Key Accomplishments:

  • Johnston Construction Company suggested the redesign of the submersible sewage pump station to eliminate a confined space situation and a deep excavation.
  • The original design engineer was replaced by Weston Solutions, Inc., after execution of the construction contract, requiring Johnston Construction Company to provide close coordination and rapid response with the engineer since redesign of some project elements proceeded during construction.
  • Continued operations of the existing wastewater treatment plant were necessary while construction and integration of new operating systems for the upgrade was in progress.
  • Johnston Construction Company moved equipment and performed construction activities in an extremely tight site with limited access.

Project Description:

Johnston Construction Company was the General Contractor for this design-bid-build project providing engineering interface, construction, and commissioning services for the $3,854,000 private-bid fixed price contract.

This project was for the construction of upgrades to the 0.35 MGD industrial wastewater treatment plant for Aventis Pasteur, Inc. (now Sanofi Pasteur, Inc.) that is a major pharmaceutical manufacturer located in Swiftwater, PA. The plant upgrades were designed and constructed to increase treatment capacity, add significant holding tanks for separately classified waste streams, and to add an ozone disinfection system for the final stage. The treated effluent from the wastewater treatment plant discharges into Swiftwater Creek through a new outfall structure constructed under this contract.

Mechanical equipment was specified from a number of major manufacturers. A Lamella Gravity Settler and Aqua Guard continuous self-cleaning bar/filter screen were manufactured by Parkson Corporation. The submersible sewage pump station included three 15 hp ITT Flygt submersible wastewater pumps complete with guide rails and gauges. The GAC System with activated carbon absorbers was provided by Calgon Carbon Corporation. New pre-cast concrete tanks for flow equalization and the aeration system consisted of one round 150,000 gallon tank, one round 350,000 gallon tank, and one 383,500 gallon rectangular tank. A UV disinfection system with two closed chamber design systems was provided by ONDEO Degremont Inc. Ozonia North America, Inc. was the manufacturer of the ozone disinfection system. Other equipment installed included items such as handrail, grating, valves, flow-meters, instrumentation, plus PVC and stainless steel piping for a fully integrated treatment system.

The redesign of the submersible sewage pump station improved the operation and maintenance of the station by eliminating the confined space concerns. All requirements were met with PA DEP for construction of the outfall structure at Swiftwater Creek.

Construction on the project started in August 2003. Final design, construction, and performance testing was completed in January 2005.
