Project Description:

JCC, as General Contractor, provided procurement, construction, and commissioning services under two public-bid fixed price contracts for a total of $3.7 million for the upgrade of the Mt. Joy Waste Water Treatment Plant to meet stringent Chesapeake Bay standards for nitrogen and phosphorus.

The upgrade provides advanced treatment including denitrification and ultraviolet disinfection as follows:

  • Demolition of existing plant facilities including the existing trickling filer, pumping facilities, chlorine contact tanks, tertiary filters, chlorine feed system, and yard piping.
  • Replacement of the aerator/mixer equipment in the equalization basin and aeration tanks, and the intermediate pumping station.
  • Construction of a new US Filter Astrasand denitrification filter, chemical storage tanks, chemical feed system, ultraviolet disinfection channel, post-UV aeration, effluent metering channel, and installation of a process control system for the aeration tanks.

This fast tracked, phased project requires extensive maintenance of plant operations and phased construction. It is scheduled to be complete in time to meet stringent regulatory deadlines for plant discharge limits.
