Key Accomplishments

Johnston Construction Company

  • Installed new blower and aeration equipment at the existing pre-aeration tank.
  • Constructed a new ultraviolet disinfection channel and installed a replacement UV disinfection system.
  • Replaced the effluent Parshall flume and flow meter.
  • Completed oxidation ditch aerator shaft and bearing improvements.
  • Replaced the existing digester blower cover.
  • Removed the existing underground fuel storage tank and piping and installed a new aboveground fuel storage system.
  • Performed associated mechanical piping, concrete, electrical, site restoration and miscellaneous valve replacement work.
  • Johnston Construction Company served as the prime contractor for the Antietam Wastewater Treatment Plant Upgrades for Washington County, Maryland. The project consisted of comprehensive improvements to several major wastewater treatment processes and supporting plant systems at the existing facility near Sharpsburg. The contract required JCC to furnish the materials, equipment, supplies, labor and construction services necessary to complete the work shown in the project plans and specifications.
  • The headworks improvements included demolition of the existing headworks building, rehabilitation of the existing concrete structure, construction of a new pavilion over the headworks and installation of a new bypass pipeline. JCC also performed the related site work, excavation, backfill, concrete and restoration required to integrate the new improvements into the existing treatment plant.
  • Process improvements included installation of a new blower and aeration system at the existing pre-aeration tank, construction of a new UV disinfection channel and replacement of the existing ultraviolet disinfection system. The project also included replacement of the effluent Parshall flume and flow meter, together with associated piping, equipment and electrical work.
  • Additional work included replacement of oxidation ditch aerator shaft and bearing components, replacement of the existing digester blower cover and miscellaneous valve and process-system improvements. The contract also required removal of the existing underground fuel storage tank and piping system, including associated site assessment and closure work, followed by installation of a new aboveground fuel storage tank and piping system.
  • JCC coordinated the civil, structural, mechanical and electrical portions of the project while working within an active wastewater treatment facility. The work included site construction, cast-in-place concrete, mechanical piping and equipment, electrical improvements, erosion and sediment control and final restoration necessary to support successful completion of the plant upgrades.

B & R Electrical Contractors

  • Furnished labor, materials, tools, equipment and supervision for the electrical portion of the Antietam Wastewater Treatment Plant Upgrades.
  • Performed electrical demolition associated with the wastewater treatment plant improvements.
  • Installed conduit, wiring and electrical connections for power, signal and control requirements serving new process equipment and instrumentation.
  • Installed lighting and associated electrical devices for upgraded plant areas.
  • Provided electrical connections and support for process equipment associated with the plant's headworks, pre-aeration and UV disinfection improvements.
  • Performed electrical ductbank excavation and installation associated with the new electrical systems.
  • Furnished and installed specified electrical distribution equipment, disconnects and related components.
  • Provided electrical permitting, inspection, shop drawings, submittals and record documentation.
  • Supported startup of the ultrasonic sensor and blower-skid systems as part of BRE's electrical work.
  • The overall project included major upgrades to the existing Antietam Wastewater Treatment Plant, including reconstruction and rehabilitation of the headworks, improvements to the pre-aeration system, construction of a new UV channel, replacement of the UV disinfection system, process-equipment modifications and associated plant infrastructure. The project specifications required electrical work to support and integrate these new treatment systems with the existing facility.
  • BRE's scope included installation of conduit, wiring and electrical connections for power, signal and control serving instrumentation and process equipment furnished as part of the broader project. BRE also performed electrical demolition identified on the project electrical drawings and installed new lighting and related electrical devices required for the upgraded facility.
  • Electrical distribution work included specified disconnects, panel and transformer-related work, electrical modifications associated with the UV system, and support for existing electrical equipment affected by the improvements. BRE also performed excavation associated with electrical ductbank construction and coordinated the electrical installation with JCC and the other trades working within the existing wastewater treatment plant.
  • The subcontract further required BRE to provide electrical permits and inspections, shop drawings and project submittals, mobilization, and required record documentation. BRE's work also included startup assistance for the ultrasonic sensor and blower skid, supporting integration of the new process equipment into the upgraded treatment systems.
  • The electrical work was performed as part of a larger plant modernization effort while the wastewater treatment facility remained an operational public utility, requiring coordination between BRE, Johnston Construction Company, Washington County personnel and the project's equipment suppliers.
