Key Accomplishments

Johnston Construction Company

  • Managed an extensive foundation quality-control and testing program, including static pile-load testing, PDA testing, concrete testing, soils testing and subgrade bearing inspections with the required reports. These activities supported verification of the foundation system before construction of the approximately 2.0-million-gallon elevated structure proceeded.
  • Completed significant tank-base and foundation-related construction, including antenna-conduit penetrations through the foundation, installation of CB&I-furnished foundation guyline anchors, hoist deadman preparation, the concrete floor within the tank base, required pipe supports, floor-drain piping and the tank personnel door.
  • Installed the major civil and mechanical piping systems serving the elevated tank, including piping, valves, fittings, hydrants, supports and thrust blocks extending from the tank to the connection with the system water main. The overall facility utilized a 20-inch water connection between the elevated tank site and WSSC’s transmission system.
  • Furnished and installed the altitude valve vault and associated mechanical systems, along with drain piping, drain manholes, instrumentation piping and tubing, motor-operated valves and related mechanical equipment including fans, unit heaters and a sump pump.
  • Performed comprehensive site-development work from initial clearing through final restoration. JCC’s responsibilities included surveying and layout, erosion and sediment controls, tree removal and protection, grading, utility coordination, temporary fencing, bollards, access-road subbase preparation and final seeding and restoration.
  • Constructed the project’s stormwater-management improvements, including all required bioretention areas. The WSSC project incorporated three micro-bioretention facilities to satisfy Environmental Site Design stormwater-management requirements and reduce the project’s post-construction discharge rate.
  • Provided extensive civil support and coordination for the electrical, instrumentation and communications trades. JCC performed excavation and backfill required for electrical construction, constructed electrical ductbanks including excavation, concrete and reinforcing work, coordinated HSE activities and installed the owner/contractor-furnished Trenwa antenna cable trench.
  • Maintained project closeout and turnover documentation throughout construction, including record drawings, warranties and operation-and-maintenance manuals associated with JCC’s work, while coordinating its civil and mechanical construction with CB&I, WSSC and the project’s specialty trades.
  • The facility was constructed at 12601 Branch Avenue in Brandywine, Maryland. WSSC’s specifications established a high-capacity water level at elevation 385 feet above mean sea level and an operating range of approximately 40 to 45 feet. The project included the elevated tank, inlet and outlet piping, valves and vaults, underground drainage, an on-site access roadway, stormwater-management systems, electrical and instrumentation equipment and communications infrastructure.
  • JCC’s work began with the civil preparation of the tank site. Responsibilities included project surveying and layout, construction scheduling, erosion and sediment controls, tree removal and protection, grading and general site development. JCC also prepared the site for subsequent tank construction, coordinated utility locations and established finished grades to provide positive drainage away from the tank foundation.
  • A major portion of JCC’s scope was construction of the tank’s deep H-pile foundation system. The subcontract was based on 91 H-piles with estimated lengths of approximately 126 feet. JCC’s responsibilities incorporated pile-installation oversight, layout, cutting, welding of cap plates, reinforcing steel, pile documentation and associated foundation work. Foundation verification included static load testing, PDA testing, concrete testing, soils testing and subgrade bearing inspection.
  • JCC also completed the civil components within and immediately surrounding the tank base. This work included antenna-conduit penetrations through the foundation, installation of CB&I-supplied guyline anchors, preparation for hoist deadman installations, construction of the concrete floor and required pipe supports inside the tank base, installation of floor-drain piping and installation of the tank personnel door.

Concrete Services Division

  • Concrete Services Division, LLC performed the concrete construction package supporting the Brandywine Elevated Water Storage Facility, a new 2.0-million-gallon composite elevated water storage tank constructed for WSSC in Prince George’s County, Maryland. The overall project included the elevated tank, inlet and outlet piping, valves, vault, access roadway, stormwater management, electrical, instrumentation, and related site improvements.
  • CSD furnished the labor, materials, tools, forming, placement, finishing, and curing required for concrete associated with the altitude valve vault, tank foundation slab, derrick slab, structural walls and slabs, pipe pads, and grout work.
  • The concrete package included approximately 415 cubic yards of concrete placement, together with approximately 4,521 square feet of concrete forming, including footings, slabs-on-grade, straight walls, and supported slabs.
  • CSD performed approximately 9,258 square feet of concrete finishing and approximately 10,796 square feet of concrete curing, including float/screed work, machine troweling, point-and-patch work, bag finishing, and multiple curing applications.
  • Concrete accessory work included vapor barrier, waterstop, premolded joints, sawcut joints, joint sealing, dowels, and 14 concrete pipe pads, along with labor associated with embeds, wall sleeves, thrust blocks, curbs, and other concrete components where required.
  • CSD coordinated its concrete work with Johnston Construction Company and the overall tank construction operation, including concrete supply, testing, pumping, reinforcing-steel activities, winter protection, embeds, and mechanical penetrations while completing the concrete structures required for the new elevated water storage facility.
  • Concrete Services Division, LLC completed the concrete construction package for the Brandywine Elevated Water Storage Facility in Brandywine, Maryland. The project was constructed for the Washington Suburban Sanitary Commission, with Gannett Fleming, Inc. serving as principal consultant, CB&I LLC serving as Prime Contractor, and Johnston Construction Company performing the major civil and mechanical subcontract package.
  • The completed facility included a 2,000,000-gallon composite elevated water storage tank along with inlet and outlet piping, valves, an altitude valve vault, underground drainage, access roadway, stormwater-management improvements, and electrical, instrumentation, and communications systems.
  • CSD’s work concentrated on the structural and miscellaneous concrete required for the facility. The subcontract included concrete forming and placement for the altitude valve vault, including its slab, walls, and top slab, along with concrete pipe pads and grout slabs, a slab for coaxial cable where required, the tank foundation slab, and the derrick slab. The scope incorporated the forming, placing, finishing, and curing necessary to complete these concrete elements.
  • The concrete operation included approximately 414.69 cubic yards of placed concrete and approximately 4,520.71 square feet of concrete forming. Formwork included footings, slabs-on-grade, straight walls, and supported slabs, while placement work incorporated footings, slabs, walls, supported slabs, and grout.
  • CSD also completed the associated finishing and concrete-protection work. Approximately 9,257.74 square feet of concrete received finishing operations including float/screed, machine troweling, point-and-patch, and bag finishing. The project also incorporated approximately 10,796.12 square feet of curing work, along with vapor barrier, waterstop, premolded joints, sawcut joints, joint sealing, dowels, and concrete pipe pads.
  • The work required continuous coordination with Johnston Construction Company for concrete supply, testing services, pumping, reinforcing-steel activities, equipment support, winter-protection requirements, embeds, wall sleeves, and other interfaces with the civil and mechanical construction. CSD completed its concrete package as part of the coordinated construction of the Brandywine Elevated Water Storage Facility.
  • The Project Was Completed On 12th December, 2019
