- Provided plumbing and millwright services under a County term contract covering water and wastewater pumping equipment, piping systems, valves, rigging and related mechanical systems.
- Met contract qualification requirements covering sewage and water pumps from approximately 1 HP to 400 HP, including single- and multi-stage equipment.
- Supported specialized utility environments requiring confined-space procedures, lockout/tagout, equipment startup and shutdown, rigging and safe work practices.
- Coordinated work and facility shutdowns to minimize interference with the continued operation of Carroll County's active water and wastewater infrastructure.
- Performed work under a term-contract structure accommodating routine maintenance, scheduled work and emergency service requirements.
- Johnston Construction Company served as the Prime Contractor for Carroll County's Plumbing and Millwright Services term contract. The contract was administered through the Carroll County Bureau of Utilities and was established to provide qualified plumbing and millwright services for County-owned and operated water and wastewater facilities throughout Carroll County, Maryland.
- Under the contract, JCC was responsible for furnishing the labor, equipment, supervision, materials, tools and coordination necessary to support both routine scheduled work and emergency or immediate-need service requirements. The scope encompassed plumbing, millwright services, pipe fitting and rigging capabilities associated with the County's pumping stations, water treatment facilities and wastewater treatment facilities.
- A significant requirement of the term contract was the ability to respond rapidly to problems affecting active utility infrastructure. For emergency and immediate-need situations, the contractor was required to report to the site and be prepared to begin work within two hours of notification. The contract also required the capability to provide at least two fully equipped crews or teams for emergency response operations.
- The contract covered piping systems ranging from approximately 1/8 inch through 20 inches in diameter, with materials including PVC, SDR, ductile iron, clay, black iron, brass, bronze, galvanized steel, copper and stainless steel. Associated valve systems included gate, ball, globe, plug and check valves in sizes up to approximately 20 inches.
- Because much of the work was performed within operating water and wastewater facilities, safety and operational coordination were important components of the contract. Requirements addressed confined-space work in manholes and wet wells, potentially hazardous atmospheres, lockout/tagout procedures, equipment startup and shutdown, pump and valve replacement, piping repairs and other mechanical maintenance activities.
- JCC was also required to coordinate its activities so that work interfered as little as possible with normal facility operations. Any work requiring shutdown of existing systems had to be planned and coordinated with Carroll County before the shutdown occurred. Approved work plans, schedules and procedures were intended to maintain continued operation of the County's facilities wherever possible.
