Key Accomplishments

  • Rehabilitated structural concrete to correct cracking and spalling.
  • Replaced influent, effluent and bypass gates along with existing isolation valves.
  • Replaced deteriorated steel walkway plates, grating and handrails.
  • Integrated new aeration equipment with the existing electrical and SCADA infrastructure.
  • Sequenced rehabilitation so only one effluent structure was removed from service at a time, minimizing disruption to active wastewater treatment operations.
  • Completed permitting, engineered design drawings, performance testing, operator training, as-built documentation and final site restoration.
  • The project required new electrical routing because the existing underground conduits serving the aerators from the Intermediate Emergency Effluent Pump Station were identified as impaired and unsuitable for pulling new electrical feeders. New conduit was therefore required between the IEEPS building and the effluent structures as part of the rehabilitation.
  • Structural rehabilitation included repairs to deficiencies in both existing concrete effluent structures, including areas exhibiting cracking and concrete spalling. The work also included replacement in kind of the existing influent and effluent sluice gates, isolation valves and bypass gates serving the two treatment trains.
  • JCC also replaced the existing steel walkway and access components. Existing diamond steel plates were replaced with reinforced plates designed to resist bowing and incorporating recessed handles, while deteriorated grating was replaced with removable heavy-duty aluminum grating secured in place. Existing handrails were also removed and replaced to comply with applicable codes and American Water standards.
  • The design-build scope required progressive engineered construction documents through the 30%, 60%, 90% and 100% design stages. Design development addressed the aerator retrofit, structural and mechanical improvements, electrical components, control-system layout and integration with the existing plant infrastructure. Final drawings were required to be signed and sealed by a Maryland professional engineer, followed by final as-built drawings and GIS documentation.
  • Project permitting included the Fort Meade Dig Permit, MDE Construction Permit, MDE Soil Erosion and Sediment Control Permit, and wetland/floodplain permitting if required, along with other applicable military, state, federal and regulatory approvals.
  • New and rehabilitated electrical equipment was required to undergo an Arc-Flash Hazard Analysis and appropriate field labeling in accordance with NEC 110.16 and NFPA 70E. The project also required performance testing of the completed systems before acceptance.
