Key Accomplishments

Johnston Construction Company

  • Delivered a design-build digester mixing equipment project for the City of Frederick Wastewater Treatment Plant.
  • Provided the professional design services, labor, materials and equipment required to implement the City's Digester Mixing Equipment RFP 05-Z.
  • Furnished and installed digester mixing equipment as part of a direct agreement between the City of Frederick and Johnston Construction Company.
  • Coordinated project design, material submittals and construction activities directly with the City's Project Manager and wastewater treatment plant personnel.
  • Performed the work as a turnkey design-build project, with JCC responsible for coordinating the necessary professional services and construction required to complete the contracted improvements.
  • Managed permitting, code compliance, inspection coordination, cleanup and project closeout obligations required under the City's agreement.
  • Johnston Construction Company served as the Prime Contractor and Design-Build Contractor for the City of Frederick's Digester Mixing Equipment project at the City's wastewater treatment facility in Frederick, Maryland.
  • The project was procured under RFP 05-Z – Digester Mixing Equipment. The agreement between the City of Frederick and Johnston Construction Company specifically covered design-build services associated with the purchase and installation of digester mixing equipment. Under the agreement, Johnston was responsible for providing the professional design services, labor, materials and equipment necessary to implement the approved design-build proposal.
  • As the design-build contractor, Johnston coordinated the project's engineering and construction requirements with City personnel while managing the delivery and installation of the new digester mixing equipment. The contract required JCC to coordinate its design activities, material submittals and other project requirements directly with the City Project Manager.
  • The project was performed at the City of Frederick Wastewater Treatment Plant, with Stona Cosner, Superintendent of the WWTP, identified by the City as the principal project coordination contact. The City's award correspondence instructed Johnston to coordinate all work with Mr. Cosner, who was also responsible for issuing the Notice to Proceed.
  • Johnston's responsibilities extended beyond equipment installation to the overall management of the design-build effort. The agreement required JCC to coordinate necessary approvals, comply with applicable laws and codes, obtain permits associated with its work, maintain the project site, participate in inspection and correction of deficiencies, and provide the materials and services necessary for completion of the contracted work.

B & R Electrical Contractors

  • Furnished the labor and materials required for the electrical portion of the Frederick Digester Mixing System project.
  • Performed electrical work in accordance with the project electrical drawings dated January 24, 2006.
  • Installed electrical conduit, wiring and related connections serving the digester mixing system.
  • Installed additional PVC-coated conduit inside the existing digester building room as part of the contracted electrical scope.
  • Coordinated electrical installation with Johnston Construction Company and the City of Frederick Wastewater Treatment Plant.
  • Provided required shop drawings and project submittals for approval.
  • Supported equipment installation and startup requirements associated with BRE's electrical work.
  • Performed work within the existing wastewater treatment plant while coordinating with other trades and ongoing facility operations.
  • B & R Electrical Contractors, Inc. served as the Electrical Subcontractor to Johnston Construction Company for the City of Frederick's Digester Mixing System project.
  • BRE's work was based on the project electrical drawings dated January 24, 2006 and included the electrical installation necessary to support the new digester mixing system. The work included conduit, wiring and equipment-related electrical connections, together with additional PVC-coated conduit installed within the existing digester building room.
  • The project was performed at the City of Frederick Wastewater Treatment Plant under Johnston Construction Company's broader design-build contract with the City. BRE coordinated its installation with JCC and other project participants to integrate the electrical work with the new mixing equipment and associated construction.
  • The subcontract specifically identifies several items that were not BRE's responsibility. UPS backup was to be provided by the Owner, modifications to the existing RTU panel were to be performed by the Owner, and excavation was to be performed by Johnston Construction Company. These exclusions are important because they clearly define BRE's role as the electrical installation subcontractor rather than the provider of the complete controls or civil scope.
  • BRE was also responsible for providing shop drawings for approval and for furnishing the labor, supervision, tools, equipment, materials and supplies necessary to complete its subcontracted work in accordance with the project requirements.
