Key Accomplishments
Johnston Construction Company
- JCC’s scope supported the Industrial Zone tank near Development Drive, including site work, watermain installation, mechanical piping, valves, electrical and instrumentation systems, tank foundation coordination, testing, documentation, and closeout support.
- Major work included site preparation, erosion and sediment controls, excavation, dewatering, on-site watermain installation, stormwater management piping, infiltration trench installation, valve installation, electrical service coordination, electrical and instrumentation work, lighting, grounding, testing, disinfection, record drawings, O&M manuals, and final grading and restoration.
- The Industrial Zone tank included approximately 500 linear feet of on-site watermain ranging from 16-inch to 20-inch nominal diameter, check valves, gate valves, butterfly valves, altitude valves, stormwater management piping, infiltration trench, and related appurtenances.
- The work required coordination with CB&I Storage Tank Solutions, Berkeley County Public Service Water District, Dewberry Engineers Inc., the Clorox Distribution Center, utility providers, inspection and testing agencies, electrical suppliers, instrumentation vendors, water system operators, and project stakeholders.
- The project required compliance with project specifications, Addenda 1 and 2, AWWA D107 composite elevated tank requirements, water distribution requirements, disinfection requirements, erosion and sediment control requirements, electrical and instrumentation specifications, quality control requirements, testing requirements, safety requirements, and closeout documentation.
- JCC performed the work under subcontract to CB&I Storage Tank Solutions, LLC. The executed subcontract identifies the project as the Ridge Road and Industrial Zone Water Storage Tank project in Berkeley County, West Virginia, and identifies JCC’s scope as civil, mechanical, electrical, and instrumentation work on two 2,000,000-gallon elevated water tanks.
- JCC’s civil and site work included support for site preparation, erosion and sedimentation controls, clearing and grubbing, excavation, trenching, backfill, compaction, watermain installation, valve and appurtenance installation, stormwater management improvements, site grading, paving, fencing, restoration, and maintenance of disturbed surfaces.
- The Industrial Zone site required special access and delivery coordination because access to the tank site was through the Clorox Distribution Center guard gate. The specifications required the contractor to arrange deliveries through the gate in advance, coordinate time-sensitive deliveries, submit weekly and monthly delivery schedules, and keep the Clorox premises free from materials, debris, and rubbish.
- JCC’s mechanical and piping scope supported construction of the new elevated tank and connection of the tank to the Berkeley County water distribution system. The work included watermain installation, fittings, valves, thrust restraint, testing, disinfection, and coordination of pipe connections with the tank foundation, pedestal, valve room, and site utilities.
- Electrical and instrumentation work included coordination of service, electrical ductbank, conduit and wiring, grounding and bonding, lighting, surge protection, disconnects, panelboards, process control system components, level instrumentation, control panels, PLC-related systems, testing, training, and startup support. The project specifications included Division 16 electrical requirements and Division 17 instrumentation and control requirements for the tank systems.
- The Industrial Zone tank required aviation coordination due to its proximity to the Eastern West Virginia Regional / Shepherd Field airport area. The FAA determination for the Industrial Sub-Zone Tank stated that the proposed structure would not be a hazard to air navigation, with marking and lighting not required for aviation safety. The determination included a structure height of 92 feet above ground level and 712 feet above mean sea level.
- Addendum No. 1 included project clarifications affecting the work, including black vinyl PVC-coated fence requirements, FRP panels at valve room walls and ceilings, revised seismic coefficients for the Industrial Zone composite elevated tank, wet process area classification for the control room and tank room, and revised structural details for the overflow structure and stud wall sections.
