Key Accomplishments

  • Furnished and installed the piping, valves, fittings, pipe hangers and pressure gauges identified on the applicable process and mechanical drawings. This work established the mechanical interconnections required between the various treatment systems and vendor-furnished equipment.
  • Installed vendor-furnished process equipment identified on the project's process-flow drawings, providing the field mechanical placement and connections required to integrate the equipment into the treatment process.
  • Installed vendor-furnished instrumentation and control devices physically connected to the piping systems where indicated on the P&ID drawings. JCC's responsibility covered installation of these piping-connected devices rather than the separate electrical or controls-programming scope.
  • Furnished and installed stainless-steel and epoxy anchoring systems required for equipment placement and secure mechanical installation within the treatment facility.
  • Furnished and installed aluminum-jacketed pipe insulation for piping within the extraction-well vaults and Manhole MH-2, providing protection for designated portions of the mechanical piping system.
  • Included the specified allowance for pressure and vacuum relief valves associated with piping to the granular activated carbon units, supporting the mechanical requirements of the carbon-treatment portion of the process.
  • The overall groundwater-treatment facility incorporated a multi-stage process including equalization, metals removal, pH adjustment, flocculation, clarification, multimedia filtration, air stripping, liquid- and vapor-phase granular activated carbon treatment, chemical feed systems and solids handling. JCC's mechanical-placement and piping work interfaced with the applicable vendor-furnished equipment forming this treatment train.
  • The facility's pretreatment process was designed around approximately 100 gallons per minute of plant influent, with primary/standby pretreatment pumps capable of up to approximately 130 GPM to accommodate plant influent, dirty-backwash flow and recycle flow. Groundwater passed through rapid mixing, flocculation, clarification and pH neutralization before entering downstream treatment processes.
  • Within the groundwater treatment plant, the specified process-water piping included Schedule 80 PVC, with 316L stainless-steel small-bore piping used for connections to pressure gauges, instruments, sample ports, drains and vents, and painted carbon-steel piping serving compressed-air systems.
  • The downstream treatment system included advanced treatment for organic contaminants followed by air stripping and granular activated carbon. The specified air stripper was designed for treatment flows of up to approximately 110 GPM and to reduce residual methylene chloride and other volatile organic compounds remaining after advanced oxidation treatment.
  • Performed the mechanical scope within the controlled-access environment of Martin State Airport, where site access required coordination through the Maryland Air National Guard and Maryland Aviation Administration. The project documents also required coordination with airport operations and compliance with applicable site-security requirements.
  • Coordinated JCC's mechanical work with surrounding civil, electrical, controls and treatment-system activities while maintaining the correct contractual separation of responsibilities. JCC's proposal specifically excluded site work, excavation, concrete, electrical work, plumbing/HVAC, process-equipment procurement, heat tracing, system startup and several other scopes performed by others.

Project Description

Johnston Construction Company served as the Civil Subcontractor to AECOM Technical Services, Inc. for construction of the Martin State Airport Groundwater Treatment Facility. The executed purchase order identifies AECOM's prime contract with Lockheed Martin Corporation and Johnston Construction Company as AECOM's subcontractor.

Performed JCC's contracted mechanical placement and process-piping work for the new groundwater treatment facility. AECOM's executed purchase order defines JCC's subcontracted services as providing the labor, materials and equipment required for mechanical placement and piping.
