Ocean City 64th Street WWTP – Disinfection System Preconstruction Services

Key Accomplishments

• Reviewed the developing construction documents from a contractor’s perspective to support the Owner’s project budgeting prior to completion of the final design.
• Evaluated the planned construction scope, which included mechanical and electrical equipment, support systems and appurtenances, site work, structural improvements and miscellaneous facility modifications.
• The design package reviewed by JCC also included major disciplines such as chemical-feed equipment, chemical storage, process piping, HVAC, electrical distribution, motor controls and instrumentation and controls.
• Provided the Town of Ocean City with contractor-based cost information to assist with budget development and planning before the project proceeded to final design and competitive construction bidding.
• Completed the assignment as a preconstruction estimating service only; JCC did not perform the Disinfection System construction under this contract.
• Johnston Construction Company was engaged by the Town of Ocean City to provide preconstruction estimating services for the planned Disinfection System Upgrades at the 64th Street Wastewater Treatment Plant.
• JCC developed its budget estimate using the approximately 65% design documents prepared by Whitman, Requardt & Associates. The developing project contemplated substantial wastewater-treatment facility improvements involving mechanical and electrical equipment, chemical-feed systems, process piping, structural work, site improvements and instrumentation and controls.
• The estimating assignment allowed the Town to obtain a contractor-based assessment of anticipated construction costs while the design was still under development. JCC’s involvement therefore provided the Owner with practical construction-cost information that could be considered before final documents were issued for competitive bidding.
• This assignment was limited to budget estimating and preconstruction assistance. The actual construction of the Disinfection System Upgrades was subsequently tracked by JCC as a separate construction project and is not represented as work performed under this estimating contract.
• Johnston Construction Company provided the Town of Ocean City with early contractor-based cost information to support project budgeting, design development and preparation for the future construction of major wastewater disinfection-system improvements.
• The Project Was Completed On 8th August, 2014.
