Ocean City 64th Street WWTP – Secondary Clarifier Preconstruction Services

Key Accomplishments

• Prepared a conceptual construction cost estimate to assist the Owner with budgeting prior to competitive bidding of the future construction project.
• Performed a value-engineering review to identify potential cost-saving opportunities and practical construction considerations.
• Reviewed the design documents for potential coordination issues and requested additional information where required to develop a reliable estimate.
• Evaluated project considerations involving the geotechnical report, augercast pile requirements, 24-inch outfall bypass elevations, storm drainage, drying-bed information, flow-distribution structures and RAS piping/vault work.
• Provided the Town of Ocean City with contractor-based input intended to improve constructability and cost awareness before completion of the final design and bidding documents.
• Completed the assignment as a preconstruction consulting service only; JCC did not construct the secondary clarifier under this contract.
• Johnston Construction Company was engaged by the Town of Ocean City to provide contractor-based preconstruction assistance for a proposed fourth secondary clarifier at the 64th Street Wastewater Treatment Plant.
• Using the design information available at approximately the 65% stage, JCC reviewed the proposed work from a construction and cost perspective and developed a conceptual budget estimate. The review also identified areas requiring further clarification before final bidding, including foundation conditions, bypass piping, drainage elevations, structural information and return-activated-sludge system modifications.
• JCC’s value-engineering review gave the Owner an experienced contractor’s perspective before the project proceeded to final design and competitive construction bidding. The assignment was limited to estimating, constructability review and value engineering and did not include construction of the proposed clarifier.
• Johnston Construction Company provided the Town of Ocean City with early-stage cost and constructability information to support budgeting, design refinement and preparation for the future competitive construction bid.
• The Project Was Completed On 8th August, 2014.
