Key Accomplishments

Johnston Construction Company

  • JCC performed its work under subcontract to CB&I Storage Tank Solutions, LLC, which held the prime contract with Richland Borough for completion of the Richland Borough Elevated Water Storage Tank project.
  • The overall project included a new elevated water storage tank, tank mixing system, painting, control valve, exposed and buried ductile iron piping, bypass piping, electrical utility service connection equipment, standby generator with buried propane fuel tank, controls, radio communication, cellular alarm panel, lighting, grounding, power and control wiring, site work, paving, E&S control devices, demolition, and surface restoration.
  • JCC’s scope supported construction of the 500,000-gallon water storage tank through site work, foundation work, process piping, electrical work, grounding, generator coordination, insulation, testing coordination, documentation, and closeout support.
  • The work required coordination with CB&I Storage Tank Solutions, Richland Borough, Becker Engineering, utility providers, tank design and erection personnel, specialty foundation contractors, electrical suppliers, inspection and testing agencies, and project stakeholders.
  • The project required compliance with the executed subcontract, project drawings, project specifications, CB&I requirements, AWWA water storage tank requirements, electrical requirements, site work requirements, foundation requirements, testing requirements, safety requirements, BABA requirements, prevailing wage requirements, and closeout requirements.
  • Johnston Construction Company performed work for the Richland Borough Elevated Water Storage Tank project in Richland Borough, Lebanon County, Pennsylvania. The executed subcontract is between CB&I Storage Tank Solutions, LLC and Johnston Construction Company, with JCC identified as the Subcontractor and CB&I identified as the Company / Prime Tank Contractor.
  • The subcontract agreement was effective February 16, 2026. CB&I entered into the prime contract with Richland Borough, Lebanon County, PA, for completion of the Richland Borough Elevated Water Storage Tank project and engaged Johnston Construction Company to carry out and complete the subcontract work.
  • JCC’s base scope was to perform the civil, foundation, electrical, and foam insulation scopes of work relating to construction of the 500,000-gallon water storage tank.
  • The site work included installation, maintenance, and removal of erosion and sediment control devices, work at the proposed driveway, paving, access driveway improvements, restoration of Spayd’s Lane, demolition and removal of the existing control valve vault and associated piping, surface restoration, and coordination of special inspection and testing activities.
  • Foundation work supported the new elevated tank structure and required coordination with geotechnical conditions at the site. The project geotechnical information noted variable rock depth, carbonate geology, and sinkhole / karst risk in the area, requiring careful site preparation, drainage control, foundation coordination, and observation during construction.
  • The tank foundation work required coordination with deep foundation considerations, rock conditions, subgrade preparation, structural fill, slab work, and construction sequencing. The geotechnical recommendations identified drilled deep foundation elements, including drilled piers or micropiles, as suitable options for supporting the water tank due to variable depth to rock and the anticipated tank loads.
  • The project included process and yard piping associated with the new tank facility, including inlet, outlet, overflow, bypass, valves, and related water system components. The sequence of construction required coordination with the existing system, insertion valve work, transmission main tie-ins, temporary piping, pressure testing, disinfection, tank filling, startup, VOC testing, bacteriological testing, and PA DEP permitting steps before the tank could be placed into service.
