Key Accomplishments
- JCC contracted directly with Washington Township Municipal Authority for Contract 1 – General Construction.
- The project included all materials, equipment, labor, and apparatus necessary to construct and install a new grit removal system, yard and process piping, demolition, restoration, and related miscellaneous work.
- The Owner pre-purchased major equipment including the grit pump, in-line grinder, and grit removal system, with JCC responsible for moving, coordination, installation, startup, and testing of the new equipment.
- JCC’s scope included temporary bypass pumping, demolition of existing equipment, installation of new sewage grinding equipment, installation of the new grit removal system, installation of the new grit pump system, railing, grating, steps, grit system support beams, equipment startup, preliminary field testing, functional testing, and restoration.
- The work required coordination with Washington Township Municipal Authority, GHD, the electrical prime contractor, equipment manufacturers, bypass pumping suppliers, testing personnel, inspectors, and project stakeholders.
- The project required compliance with Washington Township Municipal Authority requirements, GHD project requirements, Pennsylvania Prevailing Wage requirements, Pennsylvania Steel Products Procurement Act requirements, public works requirements, temporary bypass pumping requirements, equipment startup requirements, testing requirements, safety requirements, and project closeout requirements.
- Johnston Construction Company performed general construction work for the Wastewater Treatment Plant Grit Removal System Replacement project at the Washington Township Municipal Authority Wastewater Treatment Plant, located at 7934 Lyons Road, Waynesboro, Pennsylvania.
- The project included replacement of the existing grit removal system at the wastewater treatment plant. The work included all materials, equipment, labor, and apparatus necessary for the grit removal system replacement and other miscellaneous work shown on the drawings and specified in the project manual.
- The work was constructed under two separate prime contracts: Contract 1 – General Construction and Contract 2 – Electrical Construction. JCC’s Contract 1 scope included the general construction work shown on the general, civil, demolition, process, and structural drawings, and the applicable Divisions 2 through 13 specifications.
- JCC’s work included demolition of existing equipment, electrical items, and electrical panels as required to support installation of the new grit removal improvements. The demolition work was coordinated with temporary bypass pumping, existing plant operations, and the overall construction sequence.
- Temporary bypass pumping was a major part of JCC’s scope. JCC was responsible for providing temporary bypass pumping to maintain continuous operation of existing facilities prior to successful startup of the new facilities. The bypass pumping system required materials, labor, equipment, power, maintenance, associated items, and superintendence.
- The temporary bypass pumping requirements included providing a minimum capacity of 2,750 gpm with one duty pump and one standby pump. Bypass pumping was required to be coordinated with the Owner and Engineer and could only be performed during normal plant flow conditions, not during high inflow conditions associated with storm events or the storm mode of the existing SBR system.
